I'm not a knitting expert, but aren't 24 inch circular needles too long to make a preemie hat? Perhaps I don't understand how you use them. We talked about double pointed needles, but thought the easiest pattern would be to knit a flat hat and sew up a seam.
You can knit a flat piece with circular needles. Just don't join the stitches and knit back and forth. I was formerly a knitting instructor and taught many people to knit that way. 24 inch is the the least awkward, 16 inch too short and 36 inch too long.
