I wouldn't use Retayne on photos. I think it is too late to soak them in anything
Your best bet may be to iron and wait at least 24 hours (and maybe iron again). Some printer inks are more permanent than others.
The Bubble Jet solution is supposed to work pretty well. You also might want to consider using pre-treated fabric. Here is a link to one kind:

Check reviews to see whether the cotton twill or cotton poplin version is better (I forget).
