It is allowed, I can do it on my Viking along with resetting the number of hours it was used. Some machines have this feature and its great if you are doing work for hire, it easily lets you know how many stitches and some people charge b the stitch count and it also gives you the time you spent on a project.
But not so great for the person who might be buying your machine if you tell them it "only has __ stitch count. My machines carry 2 totals...one for total usage and one that the service person resets for knowing (both he and I) when the machines were last serviced. If I knew a machine could have it's stitch count reset to zero, I would be leery of buying 2nd hand. BTW, my machines are by Brother.
