I have some of that so I'll go read the cardboard. I can't even tell if the material is vinyl, pvc, rubber, plastic or nylon. Probably not PVC, I'm not sure how far that application goes back.

The thing that I like about barge cement is that although it cures completely, it does not harden. It also can be applied underwater....
It was literally designed to glue rubber bumpers to barges
