The 66 will fit in the 15 bobbin case, but there is a lot of room for side to side movement, I would expect that would cause tension issues. Maybe not though, I've not tired it.
Oh, now I'm totally going to have to try. I know you can use an L bobbin in many 15 machines, it just holds less - in theory (i.e. a prewound L likely holds more than a machine wound 15, but a machine wound L likely holds less than a machine wound 15.
