I Googled Jean Wells and you may very well be right. Interesting technique. First I've heard of her. but I'm not very good at free form. A way to play with scraps with no rhyme or reason.

I doubt very much that it uses any kind of ruler at all. It's an improv (intuitive) quilt, there are no straight cuts, the pieces all appear to be cut free-form in the same style Jean Wells uses. Just an opinion of course.
