Rodney - notice the round needle plate - so that means it's not a White as they are like the Davis with a retagular plate (not counting the Singer 127 copies that White/Domestic made in the later years) . Though the style is very much like the early Whites that take the boat shuttle. And so far, I've not seen any White made machine with a top leaf tension. Not seen any Singers with it either . . . would love to know if there are some.
That one is a Florence made machine, I have one like it. It takes it's own style shuttle but take the same needle as the earlier Whites.
