IS starch. If you look up the MSDS sheet on it, it states clearly that its chemical properties are in the "starch family". I believe it has surfactants in it to help it soak into the fabric faster, and of course perfumes and dyes.
This might be a better recipe for you to follow, just scroll down to Tip #1. You can always add a drop or two of essential oil for scent.
