If her goal is to resell (and from the description, it apparently is), then she's required to purchased rights for documents up to 95(?) years of age.

If distribution is free and for educational purposes, I don't think a company can prosecute under Fair Use and if they did, it's doubtful they'd win. Too many precedents.
