*Update: I went out after dinner to give it more heat and another wiggle or two or three and it broke loose! It's still pretty rough but at least it's moving. Now I can do a better job of cleaning and oiling and try and get it to smooth out.

My only concern now is the handwheel's paint is chipped pretty good and I think it may have been dropped. I can tell the handwheel is bent some when I spin it, but I'm not sure if there would be any other damage or if this will affect the movement at all.
