not sure about the base, but that's just a normal, 3/4 size Standard machine, nothing that special about it, and for sure not a "child's" machine any more than a Singer 128 is one.
I kind of think someone may have removed the drawers and mounted the treadle legs directly to the top . Notice that the top of the treadle stand is sticking out from the wood base, and there is no dust catcher. When I get home I'll have to look over my Standard cabinets. I do have several with short legs because of how they mount to the drawers and not to the table top.
looked at some pictures online- yup it's a Standard (standard size) treadle cabinet someone removed the middle from LOL!! you can save a lot of money by buying a complete one and doing the hack job at home!
