There were several different bobbin winders used on the 66s. Without knowing which your machine has it's difficult to diagnose.
And even though the machines of that vintage came with one style, doesn't mean it hasn't been changed at some point.
Could you post a pic of the machine so we'd know which you have.
Some are easy to adjust, some a bit more difficult. All can be pretty much adjusted.
