If you are cutting fabric that has been fused for applique, or really really heavily starched, you might try a pair of Fiskars Paper Edgers "Clouds" pattern. They no longer make them, but you can find them on ebay, for instance:

I measured mine and the scallops are just over a half inch. They are for paper and are not happy to cut regular cotton because they are designed for something stiffer. The only scalloped fabric shears I've seen have scallops the size of regular pinking shears, like these.

The Wilton scissors that come up in the link in the previous post are to cut fondant for cake decorating.
