No, I've seen cords cut for several reasons. Sometimes they will be cut because it's easier and faster to get them out of the case/cabinet than trying to figure out how to unplug everything. Sometimes people will do it for liability reasons. If the cord is cut, it can't be plugged in and run the risk of something happening. Sometimes people do it just to be jerks.
