To me it also looks like the partial seems technique is used for this pattern. I did a block using that technique quite a few years ago as a newer quilter and it is very easy to do. Watch the video that willferg linked to and you will see how easy it is. Your sister should have no problem with it once she does one block to see how it works. And yes, it is a great block design for large print fabrics.
