Default Electrical issue or?

I looked at this Wizard yesterday in a thrift store. Aside from being covered with oily dirt, it was missing the foot pedal. It has two power cords running off the back side. The seller assured me that it ran fine, and plugged one of the cords into an outlet, causing the machine to zig-zag merrily along at a high speed!

This seemed wrong, somehow, so I didn't ultimately buy the machine. Also, they wanted $25 which I thought was a bit much for that much work! So - why would the machine run when plugged into an outlet but without a foot control? Does that sound like an easy fix or some horrible electrical thing that will eventually electrocute the shop owner as he demonstrates its workability?

I will say that I am attracted to pretty colors (what quilter isn't?) and I wouldn't mind having the Wizard if I thought I could get it to work. At a reduced price, of course - no accessories or manual, either. Or case cover. Any thoughts from the Wise Ones here?

Thanks!
