This is the order it was listed in and we all assumed that the white 2.5 squares go between the two cuts. It seems there are some problems with the dimensions. Maybe I don't get it??
On the A and F rows, you've added an extra 2.5. They are each one 10.5" x 2.5" color strip and one 2.5" x 2.5" white square. In addition, you've forgotten to take the seam allowances into account. The block will finish at 12" (12.5" unfinished).
