I saw something similar, same idea, different tools, on an old Sue Hausmann show. The guest artist used a simple kitchen turntable with a padded top like a revolving ironing board. The starch was in a small disposable bowl or cup, and brushed on with what looked like an eyebrow makeup brush. Vaguely, I recall a two-pronged hand tool being used to turn or hold the edges. I can see the advantage of using one of these kits. All in one place and labeled.
