A couple thoughts.
First, there is a couple screws you can loosen to adjust the contact pressure of the bobbin tire. Might try that.
Second, did you use a Singer size tire or one from the belt / winder tire set you buy at JoAnns?
If you use the one from JoAnns the tires are smaller than the regular Singer ones.
