The decals are garish enough to be Chinese or Indian made (hard to say which, bad taste is everywhere ) but it does show some signs of wear and age. 1970s maybe?
On the "Singer" branded machines the feed dog drop knob is a sure indicator though they also make new base model 15 copies without the knob as well. I'm not sure if any of those say "Singer" on them though. The Asian made Singer 15s are real authorized Singer machines but they're pale shadows of the originals and shouldn't be confused with the originals or sold as "antiques".
