I'm thinking about something called Wonder Under. Haven't used it in years but it will fill the bill for your project, which btw sounds like an adorable idea. As I remember, there is a film of paper attached to the stabilizer. The paperless side is fused to the back of the fabric. Then the paper is removed when you are ready to fuse it to the project.
