Look up electrolytic rust removal. It's a great way to derust things in that bad of shape.

Rodney,
Current plan is to Kroil all bolt and nut connections and let it soak for about 1 week then I will remove the head and set it aside for a while and sandblast the base and see what I need to do in order to ready it for a table top.
