Sweet, I think they're referring to add-a-quarter rulers that some find helpful when paper piecing. It's not essential, but a lot of people like them.
Texastam, I'm a paper piecer, so I print out the paper piecing templates, but I don't cut any fabric until I'm actually making the block. If you decide to paper piece, print the templates on the paper you want to sew with. I use freezer paper, but others use regular copy paper or vellum or newsprint, to name a few.
