It looks like an elongated Log Cabin.
If you start with the red in the middle (maybe cut 1¾" to finish at 1¼" ??) and go counter-clockwise, it appears "to my aging eyes", that you add a short cream strip to the left end; then add another long cream strip to fit to the end of the red strip; then add a tan strip at the right to fit the cream and red together; then add the sage green (?) strip and then keep going around and around, counter-clockwise. Except for the first red strip the others appear to be cut at 1½" to finish at 1".
Court House Steps are evenly 'stacked' at each end. Did I explain that correctly?
Please feel free to comment, but when I drag the photo to my desktop and enlarge it, I believe I can see that first short cream piece separate from the next long cream strip on the long side of the red.
Lovely runner. Good luck replicating it...should be rather easy.
