My method for posting a picture from a laptop if you are answering a post.
After you have typed your message in the “Quick Reply”, click on the “Go Advanced” button.
Scroll down the page until you see “Manage Attachments” Click on it.
You should get a drop down box that is titled “Manage Attachments”
I only upload files from my computer, so I click on the first “Browse” button.
This puts me into my computer. Go find the picture file you want. Click on it to open it.
Then you will be back at the “Manage Attachments” screen. You should see the file location now in the open space beside the word Browse.
Click on the button immediately under that titled “Upload”
If the file gives you a message like “Upload of file failed”, then the file is probably too big. You can’t upload it like it is.
I go back to my computer file where the picture is located and open the picture in “Paint”. Then I reduce the size by 50% and save the file as the same name with small added after it. This leaves your original picture intact. Example file name is Summer quilt New name is Summer quilt small.
Now go back to the forum entry you wanted to comment on and go through all the steps again. If you didn’t exit out of the forum, then you will still be at the “Manage Attachments” drop down box. Try to upload the file again, but make sure you choose the “small” one. Now if it takes it, you will see the file name under “Current Attachments”.
Close the drop down box and click on “submit Reply”.
If you are posting a new thread, then you won’t see the “Go Advanced” box. You will go straight to the “Manage Attachments” button and click on it. Then follow the rest of the steps.

Edited to add: OOPS! I didn't mean to include the picture. I had to go through all the steps to make sure I listed them correctly and forgot to delete the picture and now I don't know how to get rid of it. Just thought I would add...there are other ways to post pictures but I don't use them and am not familiar with how to do it from a phone or iPad.
