The magazines that you are speaking of are available for sale at the cut counter. They usually cost $4. There are a slew of 40% coupons inside. Anyone is welcome to buy the magazine - just ask the cutters!
FYI - JoAnn Stores will be sending better coupons in snail mail and e-mail for those that sign up in the store. They will be higher percentages off than the ones on the web site.
