Teri I have seen eyes for making stuffed animals that aren't choking hazards. They cant be removed. I would check JoAnns, Michaels, Hobby Lobby. I can't remember where they were. One of the quilt shops has some I think. How big is the frog. If you want him like a beanbag you could stuff it with rice as long as that doesn't get too heavy. Or you could use regular stuffing.
