For me it would depend on the backing and what I wanted to quilt. I don't like to try and keep my thread balanced with two different colours so if the backing is red, I would use the red on top. If I wanted my quilting design to pop, I would use the red. If I wanted to use the blue sashing to travel from design to design in the squares, I might use blue.
