I assume that the arrows are for the direction to press the seams. When these seams come together, you want them laying in the opposite directions to reduce any bulk. I learn to press my seams open on fabric one, towards the center on two, etc, so that is the way that I do it personally. Good Luck. PM me if you need any more help.
