I remember my mother having electric scissors many decades ago (60's - 70's). If I remember correctly, they weren't too bad as long as they were sharpened correctly. Not sure that is what you are looking for or if they can even be purchased anymore beyond a thrift shop or yard sale.
I had those, in fact they're still in a box in my sewing room. They worked fine when cutting along a line for a dress pattern. There are lots of cutters available now that might help you, some electric and some not. However if your disability is temporary you might be better off getting a friend to help.
