The small cottage business that turns out one or two quilts with those fabrics is not who they consider "commercial". You are not a factory, manufacturing quantities of quilts to sell wholesale to a retailer. Believe me, they are not going to hunt you down. It isn't cost effective. Use the fabrics as you wish and don't worry about it.

The only time I keep selvages attached are when they say "non commercial use only" because it's not worth the headache for me to put those in a customer's quilt. I try to check fabrics before I purchase them now so I don't end up with such nonsense, but I have a few of them in my stash that I only use for family quilts.
