Not sure what u mean by panel, but when I do a baby quilt and don't want to bind I place batting down 1st then backing right side up on top. Then I place panel wrong side up on backing. (Right side of backing and panel are together.) then I Stich around edge leaving a 4-6 inch opening on one side and turn right side out. Once turned Stich around edge 1/4 inch away, which catches opening. Then do simple quilting.
