This is typical for the "cooked out rf cap" syndrome. Somewhere in the control circuit, either in the pedal or near the motor, there is probably a capacitor to kill rf (radio frequency) noise. You don't need it, and old age ruins it, with exactly the symptoms you describe. They usually look like a AA battery. Locate it and remove it, no need to replace it. Just make sure the other contacts are tight.
