The capacitor is not "In line" , it's in tandem. Think of it like the turnarounds on the interstate (that we aren't suppose to use). If you remove one, it does not affect normal traffic. This capacitor helps to cut down on frequency interference with TV and Radio reception. So removing it does not affect how the machine works at all, but if you put it next to an old TV or radio when you are using both, it will mess with the reception of the other appliance.
I do not know if it would mess up modern appliances, I think they have their own internal systems to keep that from happening.
