I just talked to Mom and got more information. The designer is Jackie Robinson from Animas Quilts. The "In Bloom" pattern is available at:

The colors and block arrangement are different from the choices on Mom's quilt. She actually said that looking at the pattern picture, she could barely recognize it as the same quilt!
