Apparently, there are two types of blue dot bobbin cases, and one is for machines with thread cutters. Here's an interesting note on it, with pictures of the two types:

I never realized this before--my blue dot bobbin case is the type with the mechanism for thread cutter. It is a wonderful thing!!
