It means that while you attach the backing to the backing leader and then to take up leader, the batting and top just get laid up on backing. You then anchor the bat/top at the top/sides just like you would if it was attached at the bottom to the top roller/leader.

I also almost always float the top, although was top by a couple of national level teachers to reconsider that if quilting for show or an especially large quilt because attaching the top to the top roller/leader does allow you to center it and anchor as you quilt so it shifts less.
