The Tex 60 is the key to what it is. Coats has a chart for the different Tex sizes. I would think it is thin filament poly.
Filament poly is very strong thread. It is what most prewound bobbins use. I would buy all of it if the price was reasonable.

Update:
After looking at the Tex chart is shows it is a 20wt 2 ply extra strong. Not suitable for piecing or bobbins.
