For the burp clothes that I have made, I used cloth diapers and flannel. Sometimes I covered the entire diaper with flannel and then cut curves on the sides so they fit a shoulder, if that makes sense. Some I have made with strip of flannel down the middle, same size as the padded area of the diaper. With this method regular cotton fabric works, also, so you could match your diaper bag. The moms seem to like them and sometimes ask for more. I think terry cloth is a little ruff for a baby's skin. Haven't made a changing pad but the PUL sounds like a good idea, although, I probably wouldn't bother with it. A changing pad just need to be pretty sturdy and able to stand up to lots of washing
