I love this idea as a solution. This would solve the 22" part. I find it hard to believe that 1/2" the other way would disqualify you. How can one possibly get something to be that exact after laundering and such. One could have a 1/2" variability just in the way a measuring tape is held as something is hanging up (ie is it held tightly across, straight across, from the very outside thread to the very outside thread, how flat the binding is held when measuring etc).

Have the doll hanging on for dear life from the top and go with it! The question now is she hanging on so she doesn't fall or is she climbing up to go over the top??
