It looks like surface lint? Use your sticky roller and see if all comes off the fabric. It is called bearding if the batt comes up through the sandwich with the quilting thread. In a few places if beaeding, I have inserted a pin through the top and gently swish the pin under the spot to bring the beard back into the sandwich. If you have a lot of bearding it will be a big job.
