I have wood floors and use that grippy shelf liner stuff. It's not perfect, but I find that if I anchor it down by using the legs of my sewing table to hold it in place then it will stay put and my pedal stays put on it.

This is what works for me. The shelf liner makes an actual "sling" from one foot of the table to another one. The pedal sits in the sling so that some of it is under the pedal.
I have an Eldredge Two Spool that has a very different kind of pedal. There is a "wall" on the left side to bump my foot against. I can always find it. And there is a small projection to the left of that so that my left foot can sit on that and hold everything in place. Why don't they still make foot pedals like that?
