I am so sorry your good scissors are ruined! I hope this was just a male-no-thinking-thing and not a long term pattern of disrespect to you. I see a lot of passive/aggressive behavior in my world.
If the problem is the latter, you'll never be able to "tell him/make him" to get you a new pair.
If the former, perhaps a dangling fob on the end of your good scissors, for the next pair that you get, will provide a reminder to avoid using the scissors for anything but fabric.
