I was taught to have the quilting all done first. Then I use freezer paper, the length of the sides of the quilt. I cut my freezer paper strips in 4-6" strips depending on how deep scallops I am making. Then I accordion fold the freezer paper to the size of 3-4 scallops. Draw the scallops on, cut the curves. Unfold, press to the edge of quilt. I then can either draw them onto the quilt or just use the freezer paper edges to follow to add my binding. There are many tutorials for making & binding scallops.
