First, unplug it! I have only tried this with a broken regular light bulb but I used my needle nose pliers but instead of trying to grasp anything, I put the points down into the socket inside the metal ring and opened them so they pressed against the metal ring sides. I then slowly turned the pliers (keeping them up against the sides) and was able to turn the bottom out of the light socket.
