I would SITD around the center panel and then stitch to outline the pictures in it. I worked then SITD the next border on the straight lines to keep them straight. I would follow the waves in the wavy fabric border. I would then SITD the other borders on all the stitching lines. I would then go back and add quilting to the bigger shapes in the borders. I would outline the designs in the circles. The top has a lot of interest in it so you don't need elaborate quilting in my opinion. Great top!
