I do this all the time on quilted jackets. You quilt the quilt, make the pocket, quilt it if you want. turn the edges under on the sides of the pocket and press. Topstitch the pocket in place with the bottom of the pocket even with the raw edge. Bind your quilt and the bottom of the pocket will be caught in the binding.
