If it doesn't get colder than -20 here in Wisconsin, that's a warm winter. That's not wind chill, that's actual temperature. We've had down to -42. But that only lasts for a day or maybe a few hours, and then it goes back up to only -01 with sunshine. That makes a beautiful winter day.
