Take of the hand wheel, clean all parts involved and oil all sides where metal touches metal generously before you put them back on. There might be oil points under the top lid meant to reach the hand wheel and stop motion screw, if there are; tilt the machine to the right (place a book or something under left side of the base) run the machine as you drip one drop after the other down the oil points invovled. The hans wheel and stop motion screw are parts that needs tentative and repeated application of oil to reach where it should. Some models call for grease, but it should say so on the manual.
