Quilt shops sign up and they design a row that is wof to match whatever the theme is set for that year. Our state was "Back Home again", something like that. Then the quilt shop puts together kits with everything to make that row they designed by the quilter. The quilter then can go to all these different shops that are participating and pick up their designed row and once done you will end up with a quilt. The fabric license plate is another item the quilt shop comes up with that quilters can purchase. Then once the quilters have several license plates they can put their own design together including all the different license plates. I can't think of the link to let you go look. But I am sure someone else will come up with it. My brain isn't all with it today. Hope that explains it for you though.
